Intermediate/personal development outcomes5.8 In addition to educational and employment outcomes,TEC should recognise the intermediate outcomes or lifeskills obtained by Training Opportunities and Youth Traininglearners at the regional level during profile negotiations.5.9 That flexibility in the length of time required toachieve outcomes for some learners is provided in theprofile negotiations with providers. Section 6:AdministrationRecommendationsThe review teamrecomm:6.1 Administration and learning support bemaintained at the regional and local level to assist thecontinuing development of these programmes, 6.2 Dedicatedfinancial provision continue to be made for theseprogrammes, to ensure a continuing focus on the needs ofthis group of learners, funding for Training Opportunitiesshould remain within Vote Work and Income and for YouthTraining in Vote Education, 6.3 For TrainingOpportunities and Youth Training, the introduction of thenew charters and profiles negotiations processes shouldbuild upon existing ongoing regional planning, operationaland monitoring processes and enhance the linkages withemployers, schools, government agencies, and learners at theregional level, 6.4 Enhanced co-ordination of existingregional planning processes, including consultation with keyregional stakeholders (e.g. TEC, MSD, Industry New Zealand,Iwi etc) and taking account of changes in the makeup of thepopulation and of labour market conditions, to determinepriorities for the allocation of expenditure (both at thenational and regional level), 6.5 TEC should play a rolein assisting the development of providers of TrainingOpportunities and Youth Training by leading debate anddiscussion about best Rosetta Stone Latin America Spanish practice for the provision of learning for this group of learners,6.6 Compliance costson providers should be monitored on an ongoing basis by TECwith a view to minimising these costs where practical,6.7 To ensure greater transparency of pricing, TEC shouldrelease information on an annual basis about the bands ofprices it pays for different types of training, anddifferences between regions, 6.8 The split of theTraining Opportunities and Youth Training programmes shouldcontinue as long as it does not unreasonably restrictflexibility in achieving sensible learning solutions at thelocal level, 6.9 Training/employment assistance providedthrough MSDs contracted services budget should continue toconcentrate on shorter term skill development to meetspecific employment opportunities in the local labourmarket, and 6.10 Communication between MSD and TEC andothers during the setting of regional priorities shouldinclude consideration of the interface and any potentialoverlap between the MSD programmes and TrainingOpportunities and Youth Training programmes.Building Futures, Te Aro Whakamua Review ofTraining Opportunities and Youth TrainingGovernmentDecisions Arising from the ReviewThe review team hasmade a number of recommendations aimed at sharpening thefuture focus of Training Opportunities and Youth Training soas to best meet the needs of learners who have lowqualifications and are experiencing difficulties findingemployment, as well as the needs of local employers andlabour markets, and the skill requirements of a moderneconomy. The key directions on which these recommendationsare based are: 61623, programme delivery should beflexible, to meet the changing needs of learners and thelabour market, 61623, programmes should be betterintegrated within the range of educational opportunities andemployment assistance, with the efforts of agencies wellco-ordinated, 61623, programme outcomes should bere-specified to better focus on programme participantsmoving into a regular pattern of employment and/or furthereducation, and The Government endorses the review teamsdirections and int to move as quickly as possible toimplement the changes necessary to achieve this sharperfocus, better integration, and improved measurement ofoutcomes. The key Government decisions and the steps thatwill be taken to implement them are outlined below.FutureFocusThe Government has accepted the view of the reviewteam that there continues to be a need for quality learningprogrammes that assist learners with low qualifications whoface significant barriers in the labour market to acquirethe foundation skills they need Rosetta Stone English to sustain themselves inemployment, to continue to learn over the course of theirlives, and to participate in society to the fullest extent. This view was also widely supported by those consulted inthe course of the review.
